An HTTP 429 from the API has several causes: requests sent too quickly (follow Retry-After when present), a request rate that rose too quickly, or an organization or project that reached its spend limit. Each needs a different fix; none of them waits for a weekly reset.

A rule change never recalculates a past reading or plan. When a plan's rules changed, read your quota again and make a new plan version.
